As I can assign Pic in expanded PIT-table.
With SPC3 not it cannot and I believe that either with SMELTER.

There is no tool for automatic creation :(
You have to build your extended pit pics manually.
But you can create a graphic patch with spc with any picture number and use
parts of the created vkp file.
