How to make new theme for CX65? Is there any software to do it?

but the software language still in germany

Where can I find it? Google shows me nothing special :(
Is it combatible with cx65?

There is an instruction how to create your own theme, but is seems to be offline... http://andnewman.toson.net/make_themes.html

people in club-siemens use EBS themes creator, but the language not english.
