No, unfortunally there's no Java-Video Recorder and there won't be any in the future. Java can't influence the system that deep, so it couldn't change the Video Settings of the Hardware...
Sorry for my bad English, my vocabulary knowledge isn't made for this (i don't learn anything like this in school...)
